The one thing worth understanding is the difference between what you carry in yourself and what arrives by courier — because the customs rules are not the same.
1. Bringing cigars in personally (traveller allowance)
If you fly into Dubai or Abu Dhabi, UAE customs allows each adult traveller a personal, duty-free allowance of 50 cigars (or 400 cigarettes, or 500 g of loose tobacco). You must be 18 or older and declare tobacco on arrival. Anything above that allowance becomes dutiable right there at the airport.
2. Ordering cigars online (courier import)
When cigars are shipped to you by courier, UAE customs treats the parcel as an import rather than personal baggage — and tobacco is one of the most tightly controlled and taxed categories in the country. Duties are calculated on the parcel’s CIF value (the cost of the goods + insurance + freight) and typically combine the following:
